One in 25,000 American households lost power when buying or selling their utilities. Another in 100,000 lost power by accident, leaving thousands without adequate service and a number who could not purchase it. There was an estimated 300 billion wasted on energy programs in 2010. These were numbers of billions of dollars more than the 400 billion lost when companies bought electricity from customers who used more expensive equipment.
The worst of this money went to wasteful energy programs, including the Environmental Protection Agency’s Energy Efficiency and Renewable Energy Act, which was enacted after the 2009 energy crisis. The EPA estimated that there were 3 trillion to 4 trillion in wasted power across the country, mostly power plants.

The EPA is responsible for enforcing existing laws that forbid the dumping of toxic chemicals, including DDT. But many regulations are too lax and unenforced. That’s where the dirty energy sector has been, which has not been the focus of most of the debate.
There are some bright spots in the energy reform story. Some of the most controversial rules for reducing waste have included the Clean Air Act, which would keep power plants operating for 30 years without polluting their air and reducing greenhouse gas emissions by more than 75 percent. The Clean Power Plan, which calls for a national cap on domestic power sales at more than 1.3 million megawatts of capacity and mandates that emissions from new power plants be capped at the national average in half a decade, has received support. But critics worried that it could also give utilities unintended consequences that are potentially harmful at home and abroad.
