An investigation by the New York Times that has been under way in Russia since September of 2014 found that the Kremlin’s chief of staff, Alexei Navalny, and top officials of the Russian army were all part of an illegal scheme to purchase the country’s election system by means such as through a bank transfer. But with reports that Mr. Navalny was a member of an upper echelon of the Kremlin’s upper echelons, that arrangement has been ruled out by the Federal Bureau of Investigation.

So the New York Times has launched a full series of articles in which it seeks, among other reasons, to answer the questions raised by the Times’s investigations, what the Federal Bureau of Investigation has said, and what it believes might have been a cover story by the Kremlin. For the first time since the Times became aware on Oct. 13 that officials involved in the alleged scheme were part of a criminal network, it will now be possible to see why the Times did not question President Obama’s Justice Department or the State Department.

This new focus on the State Department would mean some of Mr. Obama’s most top advisers, including Attorney General Eric Holder, should also not be involved. The Post reports that the Department does not take a position on the Russia dossier, and the Post’s report says that there are no specific questions about Mr. Obama’s meeting with Russian officials in 2010. But it does state that Mr. Obama spoke with any Russian representatives during the gathering and there is nothing in the Times story about the meetings, but it’s not yet clear that a relationship is really being developed between the White House and the Russian intelligence services.

Indeed, that news, by the way, came when the US government’s official congressional inquiries launched in July. And it’s not for the White House to find out. The Times asked the Treasury Department on Nov. 2, 2014, why it had not followed up with Senator Lindsey Graham, the Republican senator from South Carolina, and Mr. Clapper, who heads the Joint Chiefs of Staff, on a letter to Mr. Obama in January. Mr. Clapper was quoted in the Post of Dec. 23 as telling the Times that there was no intelligence indicating that President Obama is going to conduct such a meeting with Russia.
