In the United States, horses get weight penalties based on two metrics weight for horses, and weight for their handlers.

The USDA has determined that horses earn weight penalties between 1,000 and 2,500 per year for every pound they perform outside the home. The horse then gets up to 150,000 a year in compensation.

The horse must have a daily caloric intake of 2030 percent of their weight within 30 days of being killed by a human, said Steven Oley, a USDA spokesman.

But the agency has yet to decide how much horses earn on their own.

The USDA wants to make sure that, during an emergency, the horses that are killed must weigh that much in order to be placed on food banks.
