On Thursday morning, President-elect Donald Trump announced the signing of a landmark executive order that sets out what he hopes will be a comprehensive crackdown on illegal immigration without the end result of a massive influx of undocumented immigrant children who are taking part in American society.

The order was a surprise to some legal scholars who had expected the president-elect to sign it himself after his inauguration in January, according to a White House official and several people with knowledge of the decision who spoke on the condition of anonymity because it was part of a political transition. The White House had earlier told BuzzFeed News that Trump had just said, My gut feeling is he’s going to give this kind of a massive wall along the Mexican border to make it easier for illegal immigrants to get across.

A Trump spokesperson said on Thursday evening that the order will not, at this time, affect any federal law. There were still questions about the legality of the program, including Trump’s own executive orders.

The legal status of children entering the United States illegally is complicated by the fact that they are brought from one country to anothera critical source of legal immigrants for U.S. immigrants and for U.S. citizens.

The federal government provides millions of dollars in grants and contracts to states to distribute their children with good schools and good jobs. But, as BuzzFeed News noted in early June, there are not enough places in the United States for thousands of children to get started on the education they need to make a secure and secure college education, which can cost anywhere from 18.3 million per year to more than 40 billion.
